Bill of Sale Required for Transferring Vehicle Titles Beginning March 1, 2020 in Dickinson County.  Effective March 1, 2020, the Dickinson County Treasurer’s Office will require customers to provide a bill of sale when transferring titles to motor vehicles between private parties.  A bill of sale or purchase agreement is already required for vehicles purchased from a dealership.

Per Iowa Code 321.105A(7)(a), a person who willfully makes a false statement in regard to the purchase price of a vehicle subject to a fee for new registration or willfully attempts in any manner to evade payment of the fee required by this section is guilty of a fraudulent practice. A person who willfully makes a false statement in regard to the purchase price of such a vehicle with the intent to evade payment of the fee for new registration or willfully attempts in any manner to evade payment of the fee required by this section shall be assessed a penalty of seventy-five percent of the amount of the fee unpaid and required to be paid on the actual purchase price less trade-in allowance.

Some counties in Iowa require the Bill of Sale to be notarized. Contact those counties directly for their specific Bill of Sale.

Dickinson County, Iowa, will accept other counties’ Bill of Sale form as well as some other forms of proof of purchase price.
